I can't see why that would be an issue as long as all the bits line up (which they do). To be honest I've always put amps on the base shelf as they're usually the heaviest item and logically provide some extra stability from having the weight lower down in the unit. Probably doesn't really matter though. That'd look pretty cool with some valves in the middle on display. Yeah that's my thoughts too, mind you this rack is so stable you could even have the power amp on the top shelf with no issues. Since it's not just the shelf itself but the vertical supports at each level holding things stable, I'd consider risking one shelf up, but not higher.

I think you could stand on it and you'd be fine, it really is a solid unit.

Does your pre amp have a remote, if so I don't think putting the power amp higher will matter, I just wouldn't want to be bending down further to adjust the volume.

Well I finally got around to moving the power amp higher on the rack. I had to, it was cooking my Logitech Transporter which has power board in it that is very susceptible to heat. Plus why have a valve amp on the bottom shelf where it can't be seen

Looks great and might try that myself at some point . . . . maybe if a valve amp turns up ever again. I agree they look better nearer the top but a lot of racks lose stability when you put the big amps near the top. Not this one though.

Would a Panzerholz rack do a better job . . . probably . . . . is it a pain in the arse and extremely expensive . . . most certainly. Is glass a bad material to place hifi equipment on . . . also certainly.
