Not being a Paylpal user so have not come across this until today, my brother called and while we were discussing the ways of the world he mentioned that since Paypal is now flying solo from flea bay he has noticed some interesting changes apart from the cost 
He came to settle his account eariler and they no longer accept certain types of cards, he found one that they did accept (lol) and was asked to pay via paypals new secure payment platform
Being a suspiscious sod, he declined the to proceed at that point, turns out twink has a 60 odd page terms and conditions page you need to read very carefully, which if you agree to (this gives them authoriation so they can look at your bank/card account that you nominated and see how you regaulary pay and how much!!!!
So just be aware chaps.
