An earth rod would help provide a ground. As for where to attach an earth, you will need to check is the case is connected to earth. If is is, connect the case to the ground rod.

You are using a Topping D30, and a PA3? Both run using SMPS?
I don't think grounding will make any difference, and I will be surprised if the SMPS caused a vibration on the components themselves.

I'm using a Topping D30 (15v) and a valve intergrated (4 x KT88's) powered from the mains If the valve integrated is not class 2, then be careful as the case could go live if there is a fault. Grounding to a window frame, or water pipe is not a great idea. These will also go live if there is a fault with the amp.

How can their electrics be so shonky over there? I'd consult an EE who knows the set up out there and get his advice, there must be some sort of safe cure.

Easier said than done over here, I'll do some more checking, and although you call it 'shonky' I've honestly never heard of anyone getting electrocuted over here, and I've seen plenty of set-ups I wouldn't trust

I have been following this thread and thought it about time I commented. The 'vibration' you are feeling will almost certainly be the small earth leakage from the SMPS, you are feeling it because it hasn't got an earth to go to. It's not faulty equipment it will just be the very small current that usually flows to earth from the RFI filtering built into the SMPS.
